Appendix 6 ARB Procedures  

The ARB Procedures for (a) Prescription of Qualifications Pursuant to Section 4 Architects Act 1997 and (b) acceptance as a 'Candidate Course for Recognition'

Receipt of Visiting Board Report

 

The ARB Reporting Officer upon receipt of the Visiting Board's report will:

  1. formally invite the school in question and the bodies representing architects incorporated by Royal Charter to provide any comments or representations concerning the report within 21 days.
  2. invite comment from any party with whom it is appropriate to consult (but may not disclose a copy of the report to any such party without the consent of the school).

Collation of Materials for the ARB

 
  1. The ARB Reporting Officer will consider the results of consultation and submit them to a meeting of the Advisory Group for comment.
  2. The ARB Reporting Officer will then prepare a briefing paper including a note of any particular issues arising to which will be attached the Visiting Board's report, any material produced through consultation and a Minute of the Advisory Group's comments (the ARB Board's papers).
  3. The ARB Board's papers will then be sent to the school and to the RIBA to make such final written representations as they think fit within 14 days and any such written representations shall be included within the ARB Board's papers.

Consideration by the Board

 
  1. The ARB Board's papers including representations will be circulated in advance of the relevant ARB Board Meeting at which the ARB Board is to consider the qualification or the Candidate Course in question.
  2. Following its decision the ARB Board will communicate its decision to the school and RIBA in writing with short written reasons.

Reconsideration

 
  1. If the ARB Board's decision upon an application to prescribe a qualification is anything other than unconditional approval of the qualification, the school may within 35 days of receipt of notification of the ARB Board's decision and reasons request a reconsideration at a subsequent ARB Board Meeting by submitting to the ARB Reporting Officer further written representations and where appropriate documentary evidence.
  2. The ARB Reporting Officer will obtain the response and comment of RIBA and the Advisory Group to the reconsideration request and will consult any other relevant party.
  3. A further note will be prepared by the ARB Reporting Officer and any further papers will be added to the ARB Board's papers.
  4. The school will then be provided with the ARB Board's papers as supplemented and will be given 14 days to make final written representations.
  5. The ARB Board will thereafter reconsider its decision providing short written reasons for its decision upon reconsideration.

Rejection as a Candidate Course

 

There is no formal procedure for reconsideration of a decision not to grant 'Candidate Course for Recognition' status but schools are encouraged to maintain dialogue with the ARB Reporting Officer with a view to a renewed application when appropriate.
