ARB appoints a new Registrar and Chief Executive (14/08/2006)

The Architects Registration Board (ARB) is pleased to announce the appointment of a new Registrar and Chief Executive.

Alison Carr, whose appointment was approved by the Board at its meeting on 13 July, will take up her post on 11 September. Alison comes to ARB from the Institute of Chartered Accountants in England and Wales (ICAEW), which she joined in 1999. At the Institute, Alison’s work involved the development of policy in the regulated areas of investment business and insolvency, and as the Secretary of the Joint Insolvency Committee, she worked to improve the harmonisation and relationships of the insolvency regulators in the UK.

A Chartered Secretary with over 20 years’ experience of regulation at a senior level, Alison previously worked for the Insurance Brokers Registration Council from 1983 to 1998, initially as its Assistant Registrar, and subsequently as Deputy Registrar, where she was responsible for, among other things, overseeing the work of the Council on the protection of the restricted title “insurance broker”.

Commenting on her appointment, Alison said:

“I am delighted to be appointed as the Registrar of ARB at a time when aligning consumer protection and the interests of the profession is increasingly under scrutiny. ARB has fulfilled its role very effectively since its creation and I look forward to helping to lead it through the next stages of its development.“

ARB Chairman Humphrey LLoyd said:

“The Selection Panel was unanimous in its choice to recommend Alison from a field of extremely high calibre candidates, and the whole Board is delighted that she is joining us as our new Registrar. Alison will bring a wealth of knowledge and experience to the role, particularly with regard to regulation. On behalf of the Board and the staff, I would like to congratulate Alison on her appointment, and welcome her to ARB.”

1. Appointed by the Board in accordance with Part II, Section 2 of the 1997 Architects Act, the role of the Registrar encompasses, but is not restricted to:

• Ensuring the proper and timely delivery of ARB’s statutory functions under the 1997 Architects Act, and to be accountable to the Board for so doing

• Fulfilling the role of Chief Executive and principal policy adviser to the Board, ensuring the execution of existing policies, and assisting with the formulation and implementation of new policies

• Leading, motivating, planning and managing the Board’s staff, its resources and its activities

• Representing the interests of the Board in matters of policy and management, and developing effective working relationships with government departments, consumer organisations, the construction industry, the architects’ professional bodies, and other key stakeholders
