THE CHAIRMAN: Mr Cooper has made no representations as to penalty, merely as to the jurisdiction of the Committee. As I have made clear in the past, the Committee has to deal with all cases that are brought before it of people who are on the register, and I am told that Mr Cooper's name is still on the register.
